The USDA overlay available on maps in Matrix has been expanded, and now covers the whole country.  Previously, the USDA overlay highlighted eligible areas in a darker color.  With the new mapping, the ineligible areas are shown in the darker color because there are fewer ineligible areas than there are eligible areas.  Reversing the overlay colors improves system performance.  As a helpful reminder of this, the USDA layer is now labeled "USDA - Ineligible Areas".
